I think the patch is pretty neutral security-wise - it just changes the
default. Admins can still do more or less to lock-down.
I believe the decision should be based on whether enabling deletes is safe -
i.e will anything break if users start deleting topics. I think the feature was
exhaustively tested, and while topics may fail to delete on occasion - there
are no bad side-effects.
I can raise this for discussion on the list - I'm not particularly attached to
either outcome (its just a default, anyone can set it to whatever they want
anyway), but IMO enabling stable features by default makes sense as a policy.
