Description: [~ewencp] pointed out in the PR review of KAFKA-2581 that the
parsing of config files in performance tools etc. are not quite as expected.
Default properties are added to the configuration after the parsing of config
files and hence some properties cannot be overridden in config files. This
should be fixed in all tools to keep them consistent. (was: @ewencp pointed
