There are pros and cons, but the biggest disadvantage is that one may use Scala 2.11 features or APIs by mistake. This will be flagged during `testAll`, but it will delay the feedback loop for people who use `test` during local development. On the other hand, if things work with 2.10, they should work with 2.11 as long as deprecated APIs are not used.
