Ideally we would always give admin access to a topic to the creator of the 
topic, problem is kafka does not have the concept of topic owner. I filed a 
jira to introduce the concept of topic owner 
https://issues.apache.org/jira/browse/KAFKA-2145 which should set the ground to 
support your request. However the PR is kind of stuck in review for more than 3 
months now so I don't expect this request to be fulfilled in the upcoming 
release.
