Since 0.9.0 the internal "__consumer_offsets" topic is being used more heavily.
Because this is a compacted topic "log.cleaner.enable" needs to be "true" in
order for it to be compacted.
Since this is critical for core Kafka functionality we should change the
default to true and potentially consider removing the option to disable all
together.
