Yes, it looks like things got stalled as there was no clear consensus on which 
option was better. I'm in favour of fixing things now as it would be nice to 
remove the Unstable annotation for the 0.9.1.0 release and it will be much 
harder to fix things after that. I am not a committer, however. Also, since 
this is a user-visible change, does it require a KIP?
