[DISCUSS] KIP-74: Add Fetch Response Size Limit in Bytes

Hi all!

I’ve just created KIP-74: Add Fetch Response Size Limit in Bytes.

The idea is to limit client memory consumption when fetching many partitions 
(especially useful for replication).
