[~vahid], I would very much like to do this for 0.10.2.0 and will try to help
with reviews if you have free cycles. For high impact deprecations, I think it
makes sense for the community to vote on it. For the Scala producers
deprecation, I started DISCUSS and VOTE threads. For the Scala consumers, I
also started a DISCUSS thread:

Recently, I thought more about it and decided that a KIP is probably better
than mailing list threads alone. So, my suggestion would be to create a KIP
(the motivation can be copied from the DISCUSS thread) ASAP and post it to the
mailing list with a reference to the DISCUSS thread. If no-one objects in a day
or two, we can start a vote on the KIP. Would you be interested in doing this?
