[~ijuma] [~tcrayford-heroku] This doesn't look very complicated since it just 
requires filling in existing partitions. Can we get it assigned to someone if 
we want it targeted for 0.10.2.0? If we can't find an assignee, I'm going to 
bump it out of 0.10.2.0.
