    KAFKA-5562: execute state dir cleanup on single thread

    Use a single `StateDirectory` per streams instance.
    Use threadId to determine which thread owns the lock.
    Only allow the owning thread to unlock.
    Execute cleanup on a scheduled thread in `KafkaStreams`
