KAFKA-5689:Add MeteredWindowStore and refactor store hierarchy
Add MeteredWindowStore and ChangeLoggingWindowBytesStore.
Refactor Store hierarchy such that Metered is always the outermost store
Do serialization in MeteredWindowStore
