Summary: Extend consumer offset reset tool to support deletion

It's useful to have a way to delete the offsets of a consumer group explicitly.
The reset tool already supports a number of different ways to alter stored
offsets, so perhaps we could add a {{--clear}} option. Note that this would
require a change to the OffsetCommit protocol which does not currently support
deletion. Perhaps if you commit an offset with a retention time of 0, we can
treat it as a deletion.
