KIP-255: OAuth Authentication via SASL/OAUTHBEARER

proposes adding the ability to authenticate to Kafka with OAuth 2 bearer tokens
using the OAUTHBEARER SASL mechanism. Token retrieval and token validation are
both pluggable.
