It looks like currently(in version 2.0.0) there is no way to indicate for the
consumer that it is going to maintain offset independently. As a result if I
understand it correctly specific partitions of __consumer_offsets need to be
available. If __consumer_offsets is used only to maintain offsets then this
dependency is not required when consumer chooses to manage offset independently.
