Summary: Continue data streaming while rebalancing

At the moment, consumers will not receive further data when a rebalancing is
triggered. In cases where many hundreds of consumers are re-balanced, the data
stream is significantly interrupted by the rebalancing, especially as the time
for the rebalancing is longer for many consumers.
By still streaming data to the consumers till the new generation is put in
place, the data stream would be more consistent and stable.
