The features file you refer is literally shipped with Karaf! It is located
in Karaf's system directory:
${KARAF_HOME}/system/org/apache/karaf/assemblies/features/enterprise/2.2.0
${KARAF_HOME}/system/org/apache/karaf/assemblies/features/standard/2.2.0
