TBH I'm with Daniel on this topic. It shouldn't be required to use specific
projects or tweeks to use specific features. It should be possible to
modify Karaf enough so that ppl can use features from various projects
without caring too much what changes to Karaf's setup are required. KARs
are a good step in the right direction, but simply replacing the
jre.properties wont do the job. What to do if Camel and CXF provide
different jre.properties files?

With that said it might sound reasonable that I also don't like the idea to
modify e.g. the features.cfg. This would only move the problems from one
file to another. I think we should rather continue discussion/focusing on
the activator idea. This could be a much cleaner/more useful solution.
