Hi JB, kind thanks for your input on this. 

I have solved this problem before with jre.properties (and indeed it solved it 
here), I was more noting that the behavior of the issue was different on 
subsequent runs.  It makes sense that there may be some state from the previous 
feature:install that was left over, but I just hadn't seen that kind of thing 
before and thought it was better to note it than be silent.
