I've prepared the announce on the website.
What you can do is to download the EIK Eclipse repository from there:
http://repo.maven.apache.org/maven2/org/apache/karaf/eik/features/org.apache.karaf.eik.repository/0.9.0/org.apache.karaf.eik.repository-0.9.0.zip
uncompress in a folder of your choice and use this folder in:
Select Help > Install new software > Add.. > Local...
