I'm not sure that's a mistake.  When committers come, especially when they
come with a contribution, you never know if they will continue working on
it.  I'd rather accept it as a fact and eventually move that contribution
into the sandbox if it's not supported for a long time, rather than
discouraging people from contributing.
I'm not in favor of raising the bar too high, i think we (PMC) can police
new committers.  As I've already said, committership mostly a matter of
trust, but we need to find the right balance and certainly not discourage
people to get involved.
And I'm certainly not in favor of requesting a level of commitment: some
people may work as part of their full time job, some people may work on
their spare time, some just for fun.  You can't compare those. And also
this level of commitment can change over time and that's fine to me too.
