I use 

         <dependency>
            <groupId>org.osgi</groupId>
            <artifactId>org.osgi.core</artifactId>
            <version>6.0.0</version>
            <type>jar</type>
        </dependency>

The general issue for is that sometimes I get the error but sometimes it's
working file.
