I guess your bundle (or the code in its activator) is large and takes
some time to startup (providing the IO load).
You can try to increase the fileinstall poll interval (in
etc/org.apache.felix.fileinstall-deploy.cfg):
felix.fileinstall.poll=10000
(every 10 seconds instead of every second).
