Ok, this was with
          <ignoreDependencyFlag>true</ignoreDependencyFlag>

with
          <ignoreDependencyFlag>false</ignoreDependencyFlag>

it still is missing some stuff which is downloaded at runtime:

These seem to be conditional plugins, however none of the conditions is
true :(
