Doesn't it always work like that? "state.json" in bundle data of
features.core bundle contains "bootDone" flag...
$ jq . bundle11/data/state.json
{
"bootDone": true,
"checksums": {},
"features": {
"root": [
"feature:feature/[4.2.6,4.2.6]",
"feature:deployer/[4.2.6,4.2.6]",
...
