Hmm, it is required by spec (104.12.1 of https://osgi.org/specification/osgi.cmpn/7.0.0/service.cm.html) and used by consumers like osgi-cdi since it is in the API through @RequireConfigurationAdmin. So not sure there is a choice to support it on karaf side.
