I don't think it matters too much where things are loaded from at karaf boot, as much as what's put into that repo. I.e. I would like to specify a feature I want to add to the start set, and then resolve everything needed to that feature (but nothing else, to keep the image size down), and add it to an internal repo in the docker image.
