The tool is a bit low level, but it worked during OPS4J migration to GH. This readme describes multi-stage procedure which includes generation of properties files containing the mapping of various jira items (versions, components, milestones, ...).
The point is that there may be cross links between JIRAs, so GH issues should also contain links - that's handled by the tool as well.
