Yes, once a project moves to the Attic, the repo becomes read-only.

Well, ideally, some more folks step up to help with the work, and thus remove 
the necessity of retiring. But at the moment, the project has inadequate 
oversight to uphold the brand promise of an Apache project.

That’s not very different from what the Attic is. And if someone wishes to form 
a new PMC and take the project back out of the Attic, that is also an option.
