- we cannot do another release BEFORE we are sure that Apache/IPMC is happy
with what we have done.

- therefore I am asking our mentors Andrea Cosentino and Claude Ibsen to
provide some help and guidance here

- Andrea, Claude, Justin McLean in the linked email is providing some
points on what we should fix. In particular he mentions:

 "Your NOTICE file is incorrect and looks to contain LICENSE information
this should go in your LICENSE file. The NOTICE is also not a place to list
the copyright statements of all included software, the NOTICE file should
only include re-located copyright statements and contents of included
software NOTICE files."

- Moving licenses from NOTICE file to LICENSE file is of course easy. Do we
need to do this for every NOTICE and LICENSE file? We have a general NOTICE
and LICENSE file and several ones in each of the underlying repos.

- it is unclear for me what it means that "the NOTICE file should only
include re-located copyright statements and contents of included software
NOTICE files". What are relocated copyright statements?
