Currently, we support ClientAuthNeeded which requires ALL requests to all
services in the gateway instance to include CLIENT_CERT.
This JIRA is for adding support for ClientCertWanted at the SSL listener level
and then the ability to reject requests where configured to do so. Otherwise,
the absence of a client cert will not result in a failed connection.
