I am pulling this back into 0.14.0.
Since this will keep the descriptor and topology file in sync even though
failed updates will not be evident in the UI.
The fact that it logs the attempt to overwrite was disallowed and we can put a
note in Known Issues will provide enough information for now.
We will need to make it more evident in the UI in the future.
