Service declared in a descriptor without any URLs or params, but which have 
valid ZooKeeper-based HaProvider config, are not included in the generated 
topology.

They are indeed valid because the endpoint URLs are determined at runtime via 
ZooKeeper by their respective dispatch implementations.

Some examples are ATLAS and HIVE.
