I'm looked at this again and decided to attach 2 patches.
# patch fixing the dangling javadoc only (1000+ files single line change)
** I think this is important to avoid javadoc warnings if we want to enable
that down the line
# patch fixing the header location to make sure it is at the top (37 files)
** Weird to go into files and the header be the comment for the class in some
cases
