Cobertura Maven Plugin [1] isn't used. The plugin hasn't been updated since
2015 so I'm pretty sure it is dead. From the looks of the pom, it is only used
to check that tests are run. I tried to generate the site for the reporting
plugin with "mvn site" and ran into issues about javadoc and more. I don't see
any of the output from the plugin as part of the Jenkins build either.
