When a descriptor is deployed with discovery configuration, the cluster
configuration monitor will begin monitoring the referenced cluster. If that
descriptor is subsequently undeployed, and there are no remaining descriptors
referencing that same cluster, then the monitor should stop monitoring that
cluster configuration.
Currently, it will continue monitoring such clusters for config changes, and
only stop monitoring a cluster if a config change is noticed, at which time it
realizes there are no relevant descriptors.
