The DefaultTopologyService may skip checking the applicability of valid
descriptors in response to a cluster configuration change notification if one
of the descriptors in conf/descriptors is invalid. This can result in the
topologies affected by the cluster configuration change not being updated to
match the changes.
Instead, the DefaultTopologyService should log the invalid descriptor, and
continue analyzing the valid descriptors.
