Fix For: 2.1.0
KNOX-3069 identified a flakey test related to lack of uniqueness in the Token
IDs of issued tokens. This may be a test specific issue with a test token state
server or it may be a real token uniqueness issue in our token authority.
This needs investigation and RCA prior to the 2.1.0 release.
