Fix For: 3.0.0
ForbiddenAPIs 3.8 lacks many of new 3rd party dependency signatures that Knox
will use in the near future. Thus, we need to upgrade to 3.9.
One example is {{commons-io-unsafe-2.18.0.txt}} which is missing from the
current version, but available in 3.9.
