## What changes were proposed in this pull request?
createKnoxProvidersTableOracle.sql and createKnoxDescriptorsTableOracle.sql
declared
`deleted NUMBER(1) DEFAULT false NOT NULL`. Oracle has no FALSE literal
before 23ai, so
table creation failed with `ORA-00904: "FALSE": invalid identifier` and the
gateway did
not start when the DB-backed remote config monitor was enabled.
Changed the default to `DEFAULT 0`, matching the other Oracle scripts.
## How was this patch tested?
ran both scripts against Oracle XE 21c in Docker. The scripts before this
change
fail with ORA-00904, and the fixed scripts create both tables.
