Yep it's fine -- JIRA creation issues are specialized issues (b/c they collect JIRA metadata like project members, short name, etc.) B/c of this they can't be sub-tasks of a super task, and thus can't be associated with INFRA-5913 besides "issue linking", which you are probably fine to do as well!
