URLs should follow this form
http://<host>:<port>/<gateway>/<cluster>/webhdfs/v1
http://<host>:<port>/<gateway>/<cluster>/templeton/v1
Rational is that we want clients to be able to access Hadoop services via the
gateway with as little change as possible. Discussed with Jeff 2013-01-03.
