Care needs to be taken to ensure that the response from a Jersey services in

servlet response.encodeURL() method to encode URLs before they are written to

Initial work can be found at:
gateway-server/src/main/java/org/apache/hadoop/gateway/dispatch/ServletDispatch.java
This can probably be used to dipatch to a Jersey servlet.
