Currently we have no way to create and publish APIs or Flows as we need for the
Gatekeeper functionality.
I would like to see something like an <api> definition that includes the list
providers that make up the API flow.
It would then be published to the deploy server as gateway/api-name.
We may also need a way to replace "gateway" in the endpoint with something else
like "gatekeeper" or some arbitrary name.
