Summary: Halt Server startup when the master cannot be persisted

If Knox can't create or access master secret file then it just writes info to
console and successfully starts up.
Need to halt Knox if it happens.
Steps to reproduce:
1. make /usr/lib/knox/conf/security/ folder readonly
2. try to persist master secret
