Thanks for putting together this RC.

I tested this using the artifacts on two platforms, rhel8.8 and locally on
macOS Ventura 13.6.4.

Rhel:

Ran release build successfully and all the tests passed as well (after a
few retries for some, test-related issues).

Ran the Java build successfully and tests as well.

macOS:

Ran release build successfully, saw some test failures listed below:

master_authz-itest
dynamic_multi_master-test
kudu_tool-test
mini_ranger-test
security-itest
external_mini_cluster-itest

Given macOS is a dev platform and some of these test failures are related
to long startup times
and haven't been blockers on macOS before, I think this is fine.

Java build also ran successfully.

Given all this, my vote is a +1 (non-binding).
