KUDU-1357. Increase timeout for RemoteBootstrapITest.TestSlowBootstrapDoesntFail This test has been very flaky, 10s is likely not enough under certain tpyes of load. Ran 100 iters under TSAN and 100 iters in release mode and got no failures.
