Summary: Provide docker container for Kylin package/release

Today, build/packaging Kylin binary require a specific env, developer may face
some trouble, like some front-end exceptions such as npm/nodejs not correct.
Here, I propose to use docker image to make it easy, developer can rely on
kylin-build image to build Kylin binary.
