situation:
three segment in the receiver node：
segment1：20210506010000-20210506020000
segment2：20210506020000-20210506030000
segment3：20210506030000-20210506040000
If segment3 becomes remote_persisted and is built first, the segment1 and
segment2 will be deleted.
The data of segment1 and segment2 will lost
