When the query qps of some large cubes is high, the stability of the cluster
will be affected, so consider adding a cube-level query rate limit. Mainly
accomplish the following goals: (1) Limit the qps of Cube query by setting
configuration. (2) Support the configuration of SQL regular matching rules, and
limit the query SQL that Cube meets the specified rules.
