branch-1.3 cut

Hi developers,

The branch-1.3 has been cut, and the no voted 1.3.0-rc0 will come soon,
I also bump 1.4.0-SNAPSHOT on the master branch.

For bug-fix PRs, please merge them into both master and branch-1.3.
